In Dubai the meat in the ordinary supply chain is halal, under the Emirates' own regulation: from the Pakistani canteens of Deira to Downtown fine dining, the question barely comes up, and mall food courts line up every cuisine on earth. But « everything is halal » would be false: alcohol is served in licensed venues — most hotel bars and restaurants — and pork is sold in separate, signposted sections of some supermarkets. The useful marker is not « is this halal » but what kind of venue you are in.
